BID TO DEVELOP HEALTH SECTOR, ROADS IN NC HILLS - Hindustan Times (New Delhi, India)

HAFLONG, May 29 -- For taking immediate and positive action for development particularly in Health sector and road network in NC Hills, the chief executive member, North Cachar Hills Autonomous Council , Purnendu Langthasa has submitted a number of proposals and projects to the new government of Asom. It is learnt that he had proposed for the upgradation of Maibang Civil Hospital from its present 30 bed capacity to 100 bed and also stressed for making all the primary health centres and sub-centres in the district functional, which were lying almost abandoned. Besides provision of new improved equipment to all the civil hospitals in the district, immediate posting of new doctors and staff at PHCs and sub-centres were also stressed. As regards to the development of rural roads, he has also submitted 20 projects to the Government for taking up under the Bharat Nirman package for the year 2006-07, which would provide proper road connectivity of urban and rural areas of the district. The North Cachar Hills Youth Congress(I) has demanded the resignation of BS Engti MP (NC Hills & Karbi Anglong) from Lok Sabha for his step motherly attitude towards NC Hills and his ignorance to the people of the district. Talking to this correspondent, Lallien Chongloi, Vice President NC Hills District Youth Congress (I) expressing his concern said. 'The district of NC Hills had contributed a lot for the winning of BS Engti as MP but Engti being the MP of the district could do nothing for the people of the district and even during the last two years he did not represent the NC Hills in the parliament nor did he focus any problem of NC Hills on the floor of parliament hence he has no moral right to be the MP (LS) any more.' Hailangkanbe Kuame (Alam), general secretary, NC Hills District Youth Congress (I) also expressed his anguish and said. 'MP BS Engti after being the MP (LS) with the help of NC Hills people did not pay a single visit to NC Hills which proved his utter negligence to the people of NC Hills.' He further said non- inclusion of GC Langthasa MLA from Haflong and the senior most tribal leader of Asom, in the new Government of Asom has deprived the people of NC Hills to raise the voices of the people on the floor of Asom Assembly which has compelled the people to feel alienated. Under above circumstances both the leaders of NC Hills District Youth Congress(I) have demanded APCC (I) to nominate GC Langthasa as the MP for Rajya Sabha immediately to maintain peace and progress in the district. Teachers' pension:The Deprived Retired LP Teachers Association, Maibang Unit, NC Hills, in its emergent meeting adopted strong resolution to take help of High Court to establish legitimate claim for realization of pension and other dues payable to retired teachers from the competent authority if it fails to redress the same at the earliest, stated a press release. The release stated that. it was an alarming curse on the fate of retired LP teachers of NC Hills district who were yet to get legitimate dues of pension even after elapsing of more than two years of retirements from the service, whereas the former batch of retired teachers have been usually enjoying the pension benefit from the Accountant General of Assam. It may be pointed out here that these deprived LP School teachers also were of same category and they had rendered their service as LP teacher in NC Hills in the same line as previous retired teachers after having all necessary sanction from the Government authorities. In spite of that, these poor paid teachers were totally deprived of drawing pension since 2004. Following which the old and feeble retired teachers have been compelled to face starvation. In many cases, the victimized teachers have been bed ridden due to excessive mental and physical tension. Beside this, the first dues of gratuities and provisional pension were also not being paid to the retired LP teachers of NC Hills as initial money for survival, the release added. Charges refuted: The North Cachar Hills District Congress (I) Committee has refuted the allegations levelled by P Warisda, vice president, ASDC and candidate from 16th Haflong (ST) LAC constituency that the Congress (I) had won the recent election through money and muscle power, and by creating fear psychosis in the minds of innocent voters in the villages, a press release stated. The Executive Committee of NC Hills DCC(I) has observed that these allegations were totally false and baseless. Warisa's defeat was mainly due to his non-performance when he was the chief executive member of NCHAC and MP (RS), the release sort. When the ASDC was in power during 1996-2001, Prakanta Warisa was the CEM and MP (RS), there was lot of corruption and there were no development works in the district, salaries of the employees were paid for months together though the Government of Asom had released funds in time. The ASDC party totally failed to look after the welfare of the people of this district. In the election of NC Hills Autonomous Council held in December 2001 Warisa was not only defeated but his party was completely routed for their corruption and non-performance. The agreement made with the NSCN (IM) was not false but infact, the paper was available in the office of the Deputy Commissioner, NC Hills, Haflong. The release claimed that during the tenure of the Congress party in the NCHAC, peace was regained as the Congress party brought the militants to the negotiating table with the Government for peace in the district and on the other hand nothing was done during the ASDC rule in the NCHAC, the release added.
